What over-the counter (OTC)
products can I purchase with my flexible spending account (FSA) or
health reimbursement account (HRA) funds?
IRS regulations allow a number of OTC products to be
purchased with pre-tax FSA or HRA funds. A list of eligible products
can be found here.

Can I use my Consumer Accounts Mastercard® Card to pay for my OTC purchases?
Yes. The balance in your account will be adjusted to reflect the amount of your purchase.

Must I use my Consumer Accounts Card to pay for eligible purchases if I want to be reimbursed from my FSA or HRA?
No. Besides your Consumer Accounts Card, you may use
another form of payment such as a credit card or cash to make your
purchases. If you don't use your Consumer Accounts Card, you will need
to submit a manual claim for reimbursement.

How do I use drugstore.com to make my eligible OTC purchases?
First time users must register on drugstore.com. Click here
to launch drugstore.com and become a registered user. Then, choose the
FSA Store tab on drugstore.com for easy and convenient selection of
eligible products. If you pay for your purchases with your Consumer
Accounts Card, funds will automatically be drawn from your FSA for
eligible items. If you use another form of payment and you have the
auto-rollover feature activated on your account, your purchase will
automatically be submitted for reimbursement. Otherwise, you should
print a receipt at checkout and submit a manual claim. Click here to obtain a manual claim form.

If I make my OTC purchases over the internet or by phone, are shipping costs eligible FSA/HRA expenses?
Yes. The cost of shipping of your OTC items is an eligible reimbursable expense.

Is the sales tax on OTC purchases a reimbursable expense?
Yes.

Can I use my Consumer Accounts Card when I am purchasing both eligible and ineligible OTC products in the same transaction?
Your Consumer Accounts Card can only be used to purchase
eligible OTC products. You will need to separate your eligible and
ineligible items at the time of purchase and pay for each group of
items separately using the appropriate form of payment.
For added convenience when shopping online at
drugstore.com or at Walgreens, eligible and ineligible charges will be
tallied separately at checkout. You may use your Card to pay for the
eligible portion and another form of payment for the ineligible
products.

How are returns and refunds handled?
If you return purchases made with your Consumer Accounts
Card, your FSA or HRA is credited accordingly. If you return purchases
made with another form of payment, you are responsible for returning
the funds to your FSA or HRA.
